Over 50mln birr projects under execution in Harrari state

Harrar, September 24, 2006 (WIC) - New and existing projects would be executed with over 50 million birr in Harrari state this fiscal year, according to the regional Finance and Economic Development Bureau.

Bureau Head, Arif Abdul-Hafiz, told WIC that the construction of the projects would be undertaken in 19 towns and 17 rural kebeles of the state.

Arif indicated that over half of the projects making up education, health, water, agriculture, urban development, capacity building and road construction projects, among others, are new ones.

The projects, which would be carried out by 12 executive offices and nine kebele administrations would benefit close to 100,000 people in the state upon their completion at the end of the budget year, he elaborated.

Some 46,749,700 birr of the total budget is earmarked by the government and 1,810,000 birr from aid, while 1,600,000 birr would be covered with loan, according to the Head.

Most of the 67 new and outstanding projects launched last budget year with an outlay of over 44 million birr have been finalized, Arif further stated.

በሐረሪ ህዝብ ክልል 85 ፕሮጀክቶች እንደሚገነቡ ተገለጸ

ሐረር መስከረም 14/ 1999 /ዋኢማ/ በሐረሪ ህዝብ ክልል ዘንድሮ ከ50 ነጥብ 1 ሚሊየን ብር በሚበልጥ ወጪ የ85 አዲስና ነባር ፕሮጀክቶች ግንባታ እንደሚካሔድ የክልሉ ፋይናንስና ኢኮኖሚ ልማት ቢሮ አስታወቀ።

የቢሮው ኃላፊ አቶ አሪፍ አብዱል ሀፊዝ ለዋልታ ኢንፎርሜሽን ማዕከል እንደገለጹት፤የፕሮጀክቶቹ ግንባታ የሚካሔደው በክልሉ 19 ከተሞችና 17 የገጠር ቀበሌዎች ውስጥ ነው።

ከሚቀጥለው ወር ጀምሮ ከሚካሔዱት ፕሮጀክቶች መካከል ከግማሽ የሚበልጡት አዳዲስ ፕሮጀክቶች መሆናቸውን አቶ አሪፍ ጠቁመው፤የትምህርት፣ ጤና፣ውሀ፣ ግብርና፣ ከተማ ልማት፣ አቅም ግንባታና መንገድ ሥራዎች እንደሚገኙበት አስታውቀዋል።

በክልሉ 12 አስፈጻሚ መስሪያ ቤቶችና በዘጠኝ የቀበሌ አስተዳደሮች አማካኝነት የሚከናወኑት ፕሮጀክቶች በበጀት ዓመቱ መጨረሻ ሲጠናቀቁ 100 ሺ የሚጠጉ ነዋሪዎችን ተጠቃሚ እንደሚያደርጉ አስረድተዋል።

ለፕሮጀክቶቹ ማስፈፀሚያ የሚውለው 46 ሚሊየን 749 ሺ 700 ብር ከመንግስት ፣ 1ሚሊዮን 810 ሺ ብር በእርዳታ፣1 ሚሊዮን 600 ሺ ብር ደግሞ በብድር የሚሸፈን መሆኑን አቶ አሪፍ ተናግረዋል።

ፕሮጀክቶቹ በተያዘላቸው የጊዜ ገደብ ተጠናቀው ለአገልግሎት እንዲበቁ ቢሮው ለአስፈጻሚ መስሪያ ቤቶች በወቅቱ በጀት በመስጠት፣ ተገቢውን ክትትልና ግምገማ በማድረግ ድጋፍ እንደሚያደርግ የቢሮው ሀላፊ አስረድተዋል።

በተጠናቀቀው የበጀት ዓመት ከ44 ሚሊዮን ብር በሚበልጥ ወጪ ከተጀመሩት 67 ነባርና አዲስ ፕሮጀክቶች መካከል አብዛኞቹ መጠናቀቃቸውንም ከአቶ አሪፍ ገለፃ ለመረዳት ተችሏል።

Ethiopia gets important profits from tourism

The Trade Bureau said the existing peace and stability of the country created favourable conditions to the sector, and that the income obtained in stated period exceeded by 10 percent compared to the preceding year.

The Harari State secured seven million Birr from tourists that visited the historical City of Harar during last Ethiopian budget year, the State Trade, Industry, and Urban Development Bureau said, according to the Ethiopian News Agency (ENA).

Speaking at a symposium organised in line with the World Tourism Day, an official of the bureau, Fuad Abdella, said the revenue increased owing to wide ranging promotion activities carried out to popularise the city.

Some 400 people engaged in hotels, tourists' guide, as well as in the craft of gift articles contributed to the increasing number of tourists, he said.

Over 16,000 tourists visited the walled city during the reported period, he said, adding 4,000 of them are foreigners.

Most of the tourists are from Europe, USA, Asia and Australia, he added.

ENA informed that Fuad said the existing peace and stability of the country created favourable conditions to the sector, and added that the income obtained in stated period exceeded by 10 percent compared to the preceding budget year.

The historical Jegol City which was built in the 16th century, the exquisite Cultural Artifacts of the Harari, and the Residence of French Poet Arthur Rimbaud, and the cultural museums, among others, are the main tourist attractions of the city, he said.

German musicians would stage concerts on Thursday in relation with this year’s World Tourism Day.

Health coverage of Harari state approaches 90 percent

Harrar, September 14, 2006 (WIC) - The health coverage of Harari Peoples state has reached 89.6 percent, the regional Health Bureau said.

Bureau Head, Dr. Kassa Hailu, told WIC today that the health coverage of the state has jumped to 89.6 percent this fiscal year from the 76.4 percent last budget year.

The head attributed the growth to the functioning of nine of the 12 health projects launched with an outlay of more than six million birr in the fiscal year.

According to Dr. Kassa, six health posts and two counseling centers were among the projects that went operational.

Expansion activities and improvement of service delivery in two hospitals, refurbishment of health institutions and purchase of medical appliances and educational materials were also undertaken, he said.

Upon going fully operational, the health institutions would cater services to more than 30,000 people,Dr. Kassa added.

Some 13 health projects executed with five million birr also went operational last fiscal year, the head said.

የቢሮው ሀላፊ ዶክተር ካሣ ሀይሉ ዛሬ ለዋልታ ኢንፎርሜሽን ማዕከል እንደገለጹት፤ በተጠናቀቀው ዓመት 76 ነጥብ 4 በመቶ የነበረው የክልሉ የጤና አገልገሎት ሽፋን ዘንድሮ 89 ነጥብ6 በመቶ ደርሷል።

የክልሉ የጤና አገልግሎት ሽፋን ከአምናው በ12 በመቶ መጨመሩን ጠቁመው፤ሊጨምር የቻለውም በክልሉ የገጠርና ከተማ ቀበሌዎች ሲካሔዱ ከነበሩት 12 ፕሮጀክቶች መካከል ዘጠኙ ግንባታቸው ተጠናቆ በዚህ ዓመት ለአገልግሎት በመብቃታቸው መሆኑን ገልጸዋል።

ከመንግስት በተመደበ 6ሚሊዮን 27ሺ352 ብር ተገንብተው ለአገልግሎት ከበቁት የጤና ተቋማት መካከልም ስድስት ጤና ኬላዎችና ሁለት የምክር አገልገሎት መስጫ ማዕከላት እንደሚገኙበት ዶክተር ካሳ ገልጸዋል።

እንዲሁም የሁለት ሆስፒታሎችን የክፍል ጥበት ለማቃለልና የአገለግሎት አሰጣጥን ለማሻሻል የሚያስችሉ ተግባራት፣ የተለያዩ የህክምና አገለግሎት መስጫ መሳሪያዎች፣የመማሪያ መጻህፍትና የትምሀርት መርጃ ቁሳቁስ ግዥ፣እንዲሁም የውስጥ ቁሳቁስ ማሟላት ሥራዎች መከናወናቸውን አስረድተዋል።

ከዚህም ሌላ የምስራቅ አርበኞች ሆስፒታል የጀነሬተር ግዥ፣የህይወት ፋና ሆስፒታል ካርድና ፋርማሲ መጋዘን ክፍል ግንባታ፣የነርስ ማሰልጠኛ ተቋም ማሻሻያ፣ የመማሪያ ክፍል ግንባታ ሥራዎች በመካሔድ ላይ መሆናቸውን ጠቅሰው፤ በዚህ ዓመት ሙሉ በሙሉ ተጠናቀው ለአገልግሎት እንደሚበቁ ተናግረዋል።

በተጨማሪ በክልሉ ከሁለት ሚሊዮን ብር በሚበልጥ ወጪ በልዩ ልዩ ምክንያቶች የግንባታ ሥራው ተጓቶ የነበረው የ4ኛ ጤና ጣቢያ ግንባታ ሙሉ በመሉ መጠናቀቁንም ዶክተር ካሳ ጠቁመው የጤና ተቋማቱ ሙሉ በሙሉ ተጠናቀው ለአገልግሎት ሲበቁ ከ30 ሺ ለሚበልጡ ሰዎች አገልግሎት እንደሚሰጡ አስረድተዋል።

ቢሮው ባለፈው ዓመትም ከመንግስት በተመደበ አምስት ሚሊዮን ብር ወጪ የ13 ፕሮጀክቶችን ግንባታ አጠናቆ ለአገልግሎት ማብቃቱንም ከቢሮው የተገኘው መረጃ ያመለክታል።

Harrari state prioritizes activities to attain sustainable, rapid development

Harrar, September 10, 2006 (WIC) – Harrari state government will strive for the attainment of sustainable and rapid development by solving major social and economic problems, the regional Chief Administrator said.

The Chief Administrator, Murad Abdulhadi, told WIC that the state has prioritized activities of the fiscal year which will help meet the Millennium Development Goals and ensure sustainable development.

Murad said works underway in areas of capacity building, agriculture and rural development, human resource development, education, health, HIV/AIDS, investment and building democratic system will be further enhanced with the participation of the public as they are the basis for speeding up development.

He added that implementing the urban development package to alleviate unemployment and housing , consolidating youth centered local development and micro and small enterprises promotion programs as well as protecting historical heritages are also among the major activities.

Raising internal revenue of the state, giving special attention to gender and development issues,and balancing population with development works will be major focus areas as well,the Chief Administrator noted.

Murad further stated that in addition to the projects of alleviating the low level of urban and rural water supply, which are financed by World and African Development Banks, the ongoing emergency water supply projects will be further strengthened.

The Chief Administrator has also stressed that officials at different levels should discharge their responsibilities to put in place good governance and ensure rapid and sustainable development.

According to Murad, the New Year celebration will be a special occasion as it is observed at a time when corrective measures are taken to address questions raised by the people and preparations are launched to celebrate the 1,000th anniversary of Harrar town with Ethiopian Millennium in collaboration with natives of the state in the Diaspora.

Nat’l workshop on civil service reform programme underway in Harrar town

Harar, September 05, 2006 (WIC) - A national workshop that would enable federal and regional civil service offices to solve the execution problems they have been facing in implementing the civil service reform programme kicked off here today.

Harari state Chief Administrator, Murad Abdul Hadi, told the joint discussion and experience sharing forum that the workshop would have significant contribution to the realization of the civil service reform programme,and in particular to the human resource administration reform.

He said the joint forum helps the federal and regional civil service offices alleviate various obstacles they face while implementing the reform programme and share experiences.

Murad said the human resource administration reform sub-programme is also of paramount importance in assessing the strengths and weaknesses in the execution of projects and adopting better future directions.

Some six research papers would be presented and deliberated upon by the participants, it was pointed out.

Officials and representatives drawn from various federal and regional civil service offices, including the Addis Ababa and Diredawa Provisional Administrations were in attendance of the three-day workshop.

Ethiopia: Harar Preparing to Celebrate 1,000th Founding Anniversary

The Harar town is under preparation to celebrate its 1000th founding anniversary along with Ethiopia's millennium celebration, the Harari Administration Chief said.

Murad Abdullahi told ENA Friday that a committee in charge of facilitating the celebration has already been formed.

The anniversary would be marked for two weeks, he said

According to Murad the Administration executives had recently discussed with Harari natives residing in Europe, America and Canada concerning the celebration in which they have pledged to contribute their share to make it colourful.

The Hararis in Europe they had celebrated on 8/25th-26th/06(similar to July 4th)

I want to take a moment and congratulate the Hararis in Europe for organizing very important gathering (similar to July 4th event in North America) and they had their gathering from Friday August 25th –26th and were ended on Sunday, August 27th 2006. The event was held in Stuttgart, Germany, about 150-200 Hararis participated.

Background:
The talk among the Hararis to get organized was going on for some time. When President Murad recently (in May of this year) visited Europe, he formed temporary committee “Awrupa Harari Ahednet Atwaqri Mugad” (Europe Harari Unity Coordinating Association.)

The program was opened on Friday by Quran recitation, and the program was moderated by Nuradin Duldul. First, they watched video about, Harar cultural activities, and history of Kulub, Hablul’s Zeyra video. Ahdent German Affocha, Chairman, Abdulsamad shared with the participant Harari Zikr (Mewlud Zikriach).

Saturday morning:

The Harari sisters met after their discussion, they have elected “Awrupa Harari Induchach Wqatia Mugad (Europe Harari Women Transitional Association).

After the lunch served, around 3:00 PM discussion begin about the need to establish formal Europe Harai United Coordinating Ass.(chaired by Fadil Boulay) and the participant have all agreed to strengthening the Mugad formed by President Murad, added more people and established Europe Harari United Coordinating Ass.

The Sheikh Abdullahi Jama^ah, brother Ridwan gave dars, and made some zikr…Adib Abdosh of Toronto, and Fadil Bule entertained the participant with Harari watani (patriotic) songs, Harari Zikr dabal and they have had a lot of historic moment…and the program concluded at around 4:00 AM their local time. They have agreed to have such event on yearly basis.

Note: President Murad and Gesi Fahmi Mawi sent a letter to the Harari participant, and both urgued the Hararis to work on unity and insha-Allah prepare to come to Harar 2007 for annual sport and cultural event.
